CEFR Level Descriptors: Professional & Civic Contexts

Adapted from The Common European Framework of Reference for Languages (CEFR).

A1 – Beginner

General: Can understand and use familiar everyday expressions and basic phrases.

  • Workplace: Can read basic safety signs (EXIT, DANGER), fill out personal info on a time sheet, and exchange simple greetings with coworkers.
  • Civics: Can name the three branches of government, identify the current President, and state their own address and basic rights.

A2 – Elementary

General: Can communicate in simple and routine tasks requiring a simple and direct exchange of information.

  • Workplace: Can follow multi-step instructions (e.g., “Put the boxes on the pallet and then wrap them”), describe their job title, and report a simple equipment malfunction.
  • Civics: Can describe the basic history of Thanksgiving or Independence Day, identify local community resources (library, post office), and understand simple headlines about local news.

B1 – Intermediate

General: Can deal with most situations likely to arise while traveling and produce simple connected text on familiar topics.

  • Workplace: Can participate in a standard “toolbox talk” or team meeting, write short emails to a supervisor regarding a schedule change, and explain a process to a new hire.
  • Civics: Can explain the importance of the Bill of Rights, participate in a parent-teacher conference, and describe the process of becoming a US citizen or registering to vote.

B2 – Upper Intermediate

General: Can interact with a degree of fluency and spontaneity that makes regular interaction with native speakers possible.

  • Workplace: Can handle customer complaints with some nuance, write detailed incident reports, and contribute ideas during a brainstorming session for “Lean Manufacturing” or workflow improvements.
  • Civics: Can debate the pros and cons of a local ballot measure, understand the “fine print” of a rental agreement, and follow city council meeting discussions.

C1 – Advanced

General: Can express ideas fluently and spontaneously without searching for expressions. Can use language for social, academic, and professional purposes.

  • Workplace: Can negotiate a contract or raise, give a formal presentation to management, and mentor others in professional communication and workplace etiquette.
  • Civics: Can analyze complex legislative changes, draft a letter to a Representative regarding a specific policy, and serve effectively as a juror or community board member.
